A New York woman serving a seven-year prison sentence for kidnapping her child has won a fresh hearing over unpaid child support. Chelsea Four-Rosenbaum had sought to limit her debt to $500, arguing that her income remained below federal poverty guidelines while imprisoned. An appeals court ruled that her request had been examined under the wrong legal provision and ordered a fresh review.
